Leave Sharing Program

Summary

The ICC Leave Sharing Program allows eligible employees who have exhausted all accrued paid time off leaves and are experience a catastrophic medical emergency, illness or injury to receive sick leave hours donated from other ICC employees.

Operational Standard/Purpose

The ICC Leave Sharing Program allows eligible employees who have exhausted all accrued paid time off leaves and are experiencing a catastrophic medical emergency, illness or injury to receive sick leave hours donated from other ICC employees.

Procedures

Applying for Leave Sharing

  1. The requesting employees’ manager must submit the Leave Share Application Form to the Human Resources Department. The manager must verify that the employee:
    1. Is eligible to receive leave sharing hours,
    2. Has no more available leave, and
    3. The employee is absent from work at the time of the request for leave on the form.2.Upon receipt of the Leave Share Application Form
  2. Upon receipt of the Leave Share Application Form, the Human Resources Director, Risk, Benefits, and Leaves Manager, and Payroll Manager will evaluate the application against the eligibility requirements referenced in the Leave Sharing Program section of the Employee Handbook and recommend approval or denial to the Associate Vice President of Human Resources.  Each request will be reviewed on a case-by-case basis. Some of the factors that may be taken into account are, but are not limited to the following:
    • the nature of the situation,
    • financial hardship,
    • the recipient’s employment status, insurance benefits and the amount of time off he/she has to date,
    • the remaining balance of sick time in the giver’s bank and
    • the potential length of absence for the recipient.
  3. The Associate Vice President of Human Resources will review the recommendation and notify the requesting supervisor of the approval/denial.
  4. If approved, payments of leave share received are reportable in a recipient employee’s gross income and are subject to withholding taxes upon that employee’s receipt of the payment, but not applicable to the giving employee’s income.

Surrendering Sick Time to Leave Share Bank

  1. When necessary, ICC Human Resources will request the Marketing Department to send a college-wide email, requesting donations to the Leave Share bank.
  2. An employee wishing to share sick time must complete a Leave Share Surrender Form.
  3. Employees cannot donate if they have submitted their Notice of Resignation/Retirement.
  4. The number of hours provided will be converted based on the hourly rates of the giver and recipient and the amount calculated dollar-for-dollar.  If more sick hours are surrendered than are needed, the remaining hours will be returned to the giver.
