Our FY26 Institutional Operational Plan (IOP) includes multidivisional pieces from the Strategic Plan in addition to some vital institution-wide projects promoting Justice, Equity, Inclusion, and Belonging; student success; enrollment growth; employee support; and/or institutional sustainability.
We appreciate the continued dedication and collaboration as seen in the success of these initiatives. Of the 12 Q1 tasks, 11 are completed, and one additional task is in progress and expected to be completed during Q2. Overall, 10 of our 11 outcomes are on target, and 1 is behind schedule but projected to be back on track during Q2.
Now that Quarter One (Q1) is over, here is an update on the remarkable progress we have made so far.
Objective 1: Cultivating a Community of Care
Outcomes 1.1: Expand the model to foster and build employee skill capacity to cultivate a community of care (CCC) for students and employees.
One Q1-Q4 task is complete or on target:
1.1a. Draft college-wide Cultivating a Community of Care (CCC) baseline training by Q1.
Objective 1.1a is in progress and on target.
Four tasks are in progress and on target:
- 1.1b. Implement CCC training Level 2 by Q3.
- 1.1c. Create badging for recognition competency completion in the Levels of Learning by Q3.
- 1.1d. Develop Levels 3 and 4 for implementation in subsequent FYs by Q4.
- 1.1e. Deliver relevant "Community of Learning" sessions for employees and students on East Peoria and Peoria Campuses by Q4.
Objective 2: 8-week Scheduling
Outcome 2.1: Implement a new academic schedule optimizing all five 8-week sessions for student registration and completion.
One Q1 is complete or on target:
2.1a. Deliver a draft of the Fall ‘26 section schedule by Q1.

Six tasks are in progress and on target:
- 2.1b. Develop marketing plan for programs engaged in official 8-week rollout by Q2.
- 2.1c. Develop 8-week communication plan for students by Q2.
- 2.1d. Implement technology solutions for student registration by Q3.
- 2.1e. Deliver a draft of Spring/Summer ‘27 section schedule by Q3.
- 2.1f. Train all success coaches for advising in the 8-week model by Q3.
- 2.1g. Expand “before start” resource offerings for students (study skills, Canvas training, financial resources, first day readiness, etc.) by Q4.
Objective 3: Microcredentials
Outcome 3.1: Implement newly designed microcredentials and micro-pathways in CCE to create alternative credential options and alternative credentials to credit pathways for students.

Four tasks are in progress and on target:
- 3.1a. Collaborate with Stackables team to create a standard Alternative Credentials framework and SOP that outlines the process for development of new micro-credentials and stackables by Q2.
- 3.1b. Facilitate cross-departmental work sessions (CCE, academic programs, workforce, advising) to map which noncredit microcredentials link to creditbearing programs and develop credit for prior learning options, through Q2-Q4.
- 3.1c. Meet with 10 employers per month to assess micro-credential opportunities / needs throughout Q2-Q4.
- 3.1d. Implement at least 10 new microcredentials in CCE with a clearly defined stackable pathway by Q4.
Objective 4: Stackable Credentials
Outcome 4.1: Design stackable credentials in Academics to solidify student pathways.

- 4.1a. Collaborate with Micro-Credentials team to create a standard Alternative Credentials framework and SOP that outlines the process for development of new micro-credentials and stackables by Q2.
- 4.1b. Create marketing and enrollment standards for Alternative Credentials by Q2.
- 4.1c. Meet with 10 employers per month to assess micro-credential opportunities / needs throughout Q2-Q4.
- 4.1d. Design new stackable certificates by Q4.
Objective 5: Pathway Optimization
Outcome 5.1: Design an improved model to facilitate adoption, utilization, and systematic updates of the pathways by high school partners and ICC's internal stakeholders.
Objective 5.1 is in progress and on target.
One Q1 task is complete or on target:
5.1a. Create training sessions for high school counselors, targeted student groups, and relevant internal stakeholders on how to utilize by Q1.
Three tasks are in progress and on target:
- 5.1b. Create a plan and track transitions for Adult Education, CCE, Early College, and Workforce Development students to credential-seeking programs by Q3.
- 5.1c. Design a plan among Early College, Admissions, and Marketing to matriculate Early College, Adult Education, and Workforce students to pathway programs by Q4.
- 5.1d. Conduct an annual review of pathways to a) ensure information is accurate and reflective of new offerings (i.e new microcredentials or ISBE Model Programs of Study) and b) identify barriers to seamless pathway transitions from high schools to ICC and through transfer or workforce education opportunities by Q4.
Objective 6: Canvas Standards
Outcome 6.1: Design and implement an integrated Early Alert process into Canvas to improve faculty engagement and provide more proactive student support to enhance retention.
Objective 6.1 is in progress and on target.
Two Q1 tasks are complete or on target:
- 6.1a. Integrate the Maxient Early Alert report into Canvas by Q1.
- 6.1b. Evaluate at least three third-party predictive analytics platforms and propose an implementation plan for the most suitable option utilizing an Innovation Fund request to secure funding by Q1.
Six tasks are in progress and on target:
- 6.1c. Configure and build the proactive Early Alert workflows and dashboards within the chosen predictive tool to ensure seamless data exchange between Canvas and the vendor platform by Q3.
- 6.1d. Pilot the predictive Early Alert tool and the Maxient report into Canvas by Q3.
- 6.1e. Implement automatic final grade and AWARe roster data import from Canvas into Student Information System to provide faculty with a single interface for both risk flags and grade/roster information by Q3.
- 6.1f. Implement targeted training and communications to highlight process enhancements and gather initial usability feedback by Q4.
- 6.1g. Launch change management plan including awareness workshops, desire‑building communications, and knowledge‑transfer sessions, to prepare faculty and staff for the new predictive alerts by Q4.
- 6.1h. Assess the effectiveness of the comprehensive Early Alert ecosystem for students flagged at risk and faculty usage rates of the Maxient report, predictive dashboards, and Canvas grade/roster view by Q4.
Objective 7: Workday Implementation
Outcome 7.1: Design a foundational tenant of Workday Student through identifying gap process and begin end-to-end testing of Workday Student processes.

- 7.1a. Workday Student: Architect and configure Workday Student to adhere to ICC business process delivering the first tenant of Workday Student by Q1.
- 7.1b. Workday Student: Validate data and test business processes through end-to-end testing through Workset A by Q1.
Two tasks are in progress and on target:
- 7.1c. Workday Student: Validate data and test business processes through end-to-end testing through Workset B by Q2.
- 7.1d. Workday Student: Validate data and test business processes through end-to-end testing through Workset C by Q4.
Outcome 7.2: Implement Workday Platform Phase 2 and support continued adoption and implementation of Fischer Identity for Identity and Access Management (IAM).
Objective 7.2 is in progress and on target.
Two tasks are in progress and on target:
- 7.2a. Workday Platform (Phase 2): Implement Workday modules related to Learning, Help, Journeys, Peakon, Planning, Prism, and Extend which will improve functionality, automation, and data visualizations by Q2.
- 7.2b. Fischer Identity: Continue integrating Fischer for single-sign-on of 3rd party integrations and the transition of email from GMAIL to Microsoft for students and faculty in Q3.
Objective 8: Degree Planner
Outcome 8.1: Design and implement the Degree Planner tool into advising practices to increase student engagement with academic planning.
Objective 8.1 is in progress and on target.

- 8.1a. Establish metric baseline for assessment by Q1.
- 8.1b. Expand the adoption of the Degree Planner tool using change management to support academic planning for all students, ensuring that it is integrated into advising practices by Q1.
Two tasks are in progress and on target:
- 8.1c. Partner with advisors to integrate Degree Planner into routine advising sessions and outreach campaigns, increasing its usage among students by Q2.
- 8.1d. Enhance the functionality of the Degree Planner tool based on feedback from students and staff, and provide necessary training to improve user engagement by Q3.
- 8.1e. Create a process to evaluate the success of the Degree Planner tool by tracking persistence, retention, and completion rates, and use this data to assess its impact on student success by Q4.
Objective 9: Operationalize Student Belonging
Outcome 9.1: Design and implement activities that operationalize student belonging to create a more inclusive and supportive campus environment.
Objective 9.1 is in progress and on target.
Two Q1 tasks are complete or on target:
- 9.1a. Define student belonging within the institutional context and conduct research on current best practices related to fostering belonging including a stakeholder survey by Q1.
- 9.1b. Identify and document all stakeholders involved in fostering student belonging, clearly outlining their roles and responsibilities to inform subsequent activities by Q1.
Five tasks are in progress and on target:
- 9.1c. Establish a regular cadence of stakeholder meetings and conduct a comprehensive review of upcoming student programming events by Q2.
- 9.1d. Develop and finalize a comprehensive Standard Operating Procedure (SOP) aimed at enhancing student belonging, incorporating feedback from key stakeholders by Q2.
- 9.1e. Publish and distribute the revised Student Organization Handbook with clear guidelines emphasizing practices to foster student belonging, including clearly defined extracurricular and cocurricular definitions and expectations by Q3.
- 9.1f. Conduct workshops or orientation sessions to reinforce these updates by Q3.
- 9.1g. Investigate participation tracking software solutions, evaluate their suitability, and document findings and recommendations for future consideration and potential implementation by Q4.
Objective 10: Title II ADA Compliance
Outcome 10.1: Design a plan for full compliance with ADA Title II digital accessibility standards, ensuring an inclusive and barrier-free digital environment.

10.1a. Conduct an audit of websites, course materials, and digital platforms to identify compliance issues by Q1.
